reintroduce NAG now with a switch

@fassaad Here is what I intend to do: The NAG folder will be permanently removed from the source tree. I intend the switch to do the following:

• call the old NAG commands
• introduce user visible flags so that he an specify the position of his NAG Routines.
• We can introduce as default path: Libraries/MyNAG.
